- Since his Honorable discharge from the U.S. Navy in 1978, Jim Whitehead has served in numerous Executive Federal Government positions, as well as developed domestic and international small business opportunities. Mr. Whitehead has also focused on supporting non-profit faith based and community development, education, and public safety programs designed to enhance school safety, and economically uplift underserved rural and urban multicultural neighborhoods, and Indian Nations. 1998-2010 Mr. Whitehead founded Millennium Technologies, LLC (MT) as a certified Veteran Minority Business Enterprise (VMBE), which continues to manage the land line phone systems for the City of Baltimore. MT created the casino VIPlayers Connections program, which is a unique state of the art wireless program designed to minimize marketing cost, while enhancing casinos Premier Players Development , return visits, and
play time by their VIPs www.viplayersconnectinos.com. During this same period Mr. Whitehead founded EXHALE Cosmetics which provides prestige skin and body care, cosmetics and fragrances to the expanding United States multicultural cosmetic market. Under this Brand, Mr. Whitehead started the EXHALE First Lady (FXL) National Community Service programs to support under-served school and public safety initiatives. 2004-2006 Mr. Whitehead was appointed to the U.S. Census Bureau Race and Ethnic Advisory Committees (REAC) on African American population by the Honorable Donald L. Evans, U.S. Secretary of Commerce. 2001 During the Presidential Transition and Inaugural of George Walker Bush and Vice President Dick Cheney, Mr. Whitehead supported Transition Team 2000 as a full-time credentialed volunteer. In addition to his Transition Headquarters responsibilities, Mr. Whitehead organized a Sanctioned Multicultural Inaugural Awards Luncheon honoring Dr. Roderick Paige, the Secretary of U.S. Department of Education. 1995-1997 Mr. Whitehead severed as Vice President, Marketing & Government Relations at Stephens Engineering Company, where he developed the company’s international program with South Africa to help train South Africans for new jobs after the dismantling of Apartheid. 1992-1994 During President George Herbert Walker Bush’s Administration,
Mr. Whitehead served in Senior Executive Service (SES) appointments as Associate Director in the Office of Community Service at the U.S. 2 | P a g e
Department of Energy (DOE); as the Deputy Director of DOE’s Office of Minority Economic Impact; and finally as Director for Small Business Outreach for the Presidential Task Force to Rebuild Los Angeles, California after the riots. In the latter capacity the Secretary of Energy authorized Mr. Whitehead to manage and distribute $250 million to more than 120 Minority Financial Institutions to use as capital for small business startups in support of the Rebuild Los Angeles efforts. 1989-1991 Mr. Whitehead served as Director of the Republican National Committee’s Outreach Small Business Council, reporting to Chairman Lee Atwater. 1985- 1988 During President Ronald Wilson Reagan’s Administration Mr. Whitehead served as the Director of Public Liaison for the American Bicentennial Presidential Inaugural African-American Committee. After the Inaugural, Mr. Whitehead served in various Schedule C appointments at the Federal Domestic Volunteer Agency Action, and the U.S. Department of Energy, Office of International Affairs. 1979-1984 Mr. Whitehead managed a variety of legislative and administrative activities for the following members of the United States Congress, the Author of Enterprise Zones the Most Honorable Congressman Jack Kemp, and the distinguished Senator Phil Gramm and Senator John Warner.
